Romesh, as I said the other day, the"next steps" were written in a chronological order for presentation purposes. It doesn't necessarily mean that a trade sale can not happen prior to regulatory approval, in fact a sale could happen at any time from here on.
You will note that the second step mentions start of trade sale discussions.
