if he had shaved, and the girl had still made the comment, then he can perceive it as racist? or does he still have to let it slide because its a 13yo girl or because we're in Australia?
ignoring the intent of the person saying it (because it is irrelevant), when is he allowed to take it as being a racist comment? not until they're doing monkey chants and throwing bananas like in europe?
