you are missing the point entirely. Regardless of where CTR ends up, it is not due to shares on issue.
It is due to the project valuation given by the market.
Valuation is done in MC. Share numbers are only important to convert MC value into share price (MC = SP * SN) thus (SP = MC/SN)
So regardless of where CTR ends up, it won't be due to it having 445million shares, it will be due to the valuation given to the current information on their current project.
Currently the market says its worth about 9-10million dollars. if you think more, buy, if you think less, sell. Its that simple.
