The government and the elders can have all of the programs in the world but as long as there is booze, they WILL fail.
Anyone who has witnessed or experienced alcohol dependency will tell you that plans, ideas or appointments all go out the window after the first stubby is cracked.
On top of that, what purpose in life do they have? Even those in the most remote parts of the world have to get up every day and hunt for food.
The very first step is to cut the grog. Then work on programs or initiatives to fill in their time and reduce their boredom. I know everything has been tried, but nothing will work if there is booze in these missions.
I don't have any pity for people, regardless of their colour or culture, who bash women, rape women and kids and generally traumatise those around them. I don't care if white man gave them booze and white man gave them money. Nothing can justify that sort of behaviour. I don't care if we took their land 200 years ago, it doesn't condone the actions above.
