Moondoong, that is a cop out and you know it. Abbott is doing his usual in avoiding giving any real detail so we have little to go on and gives him excuses.
There is no reason he can't use the figures that are available and simply state that it is based on those figures. Figures may change, if onlny by a little either way no changes need to be made. If changes a big he would have that as reason to change.
