Think you might have you wires crossed, REA (to the best of my knowledge) aren't involved in IPP, they actually compete against one another in the Hong Kong market.

Capital raising strikes me as unlikely, they should have enough cash till the end of the year I would expect, at which point hopefully they are close to cash flow positive. They released a similar presentation in March and no capital raising after that....
