I wouldn't waste too much time looking at GROSS Short reports.
I guess you are taking the numbers off the daily Gross Shorts report on the ASX.
As this report is GROSS it may well be that NET shorts for the day were zero or even negative.
The only report that is meaningful is the asic daily aggregate short report which comes out a week in arrears.
The latest report is for 7th June 2013 and shows that only 1.38% of the total shares are currently shorted.
There are many companies with much higher % shorts than SLR
