Hmmmmn, the cynic in me just thinks this:

When confronted with a population that is insistent on purchasing something, to the point that the demand is reliable and almost inelastic, why not try and turn that into an income for the government by taxing it? And if you can justify the tax under the auspices of "trying to reduce demand" then all well and good!
