To add my 2 pennies worth
The manipulation succeeds because the shorters sell on the 'lit' market and then cover [seemingly amongst themselves] using off-market trades and the 'dark pool'.
The rule should be ....
If you short sell on the 'lit' market you must cover on the 'lit' market.
That would stop them manipulating the price down IMO.
