Saddam is not complying according to my understanding of Resolutions 687 (1991) and 1441 (Nov' 02). Iraq must disarm and PROVE that it has disarmed. Saddam must, according to the resolutions, provide compelling evidence to the UN inspectors that this has been done. The onus of proof is not on the inspectors, the onus of proof is infact on Saddam.
He says he has proved it and is therefore complying...ask yourself honestly if you believe he has?
