My problem with this is that there is a point where these delays in the FR and a trade sale become entirely self serving. That point is where reasonable effort and diligence in reporting would lie in a reasonable timeframe for a report of this nature or for a deal to be developed. I can excuse the latter at the moment, given the assumption that it requires the prior to take place first.

If the FR is being delayed for no good reason, then its a moral issue, since each day delayed for no good reason is a further delay in helping people, for no good reason. Business deal or no business deal, those responsible for delivering the FR should be proceeding post haste.
