As I see it the 3B ANN stated that 180 mil shares were to be issued as part of tranche 3 but 62.5 mil shares were deemed to have been issued on 22 May in lieu of the VWAP at 0.001
So only issued 117.5 mil today to compensate
That's how I understand it anyway, maybe wrong, maybe right
