Has merit I reckon.

People smuggling/trafficing is a reprehensible crime imo.

Now that you've raised the crew issue I can't recall any press other than a few high profile cases years ago ... do you know what currently happens to the crews?

At a practical level, I don't iamgine these crews are all that identifiable other than perhaps by ethnicity?

What chance there is a boat load of passengers and no "crew" by the time each boat is intercepted?

Gotta think tho that if the boats were destroyed and the crews locked up it would be a deterrent though.
