I think you are a little out of date.

As you correctly pointed out a MPSA is merely a variation on an exploration license, and doesn't imply the permission to mine.

As far as I am aware Lafayette have a mining license (next phase on from a MPSA) and have all the local communities onside on the Island of Rapu.
