As far as the graph goes, I think you have misread what the graph is showing.
The graph shows the bandwidth required for a single user and a single application, (not total Internet usage).
For example general web surfing for a single user does not require much bandwidth (which is what the graph is showing).
The graph also shows the capabilities of each technology to ascertain if they can support the desired function, (for example web surfing).
As can be seen from the graph, Dial-up would struggle with general web surfing, but the other technologies would be able to handle general web surfing without an issue.
