Yes BecauseWe can, A report back in 2011, early 2012 stated India’s Neyveli Lignite Corporation (NLC) would invest $7.6-billion to ramp up its mining capacity from 28-million tons a year to 45-million tons a year by 2017. Back then NLC had the intent in mind to procure innovative German technology for conversion of lignite into pellets.
"“The German lignite industry has developed a pilot project for lignite pelletisation. The world’s first pelletisation plant, costing $24-million, was being set up in that country using this technology and we are keen to procure this technology and replicate the project to compete with the coal sector,” Ansari said."
"NLC would shortly be sending a team of officials to Germany to study the technology and the costs of procuring the technology and setting up a plant at its mines in the southern Indian province of Tamil Nadu."
Neyveli Thermal Power plant is located in Tamil at the pit head....waste heat provider???

Then on the 11th Dec 2012 the article pops up
"Neyveli Lignite Corporation has expanded its search area for the right pelletisation technology from Germany to Australia and Japan, as it seeks to increase the use of lignite (brown coal) for power production."
Then yesterday we have ECTs announcement that ECT has passed through the EOI stages of NLC advanced R&D program , whilst also resubmitting a more detailed proposal for NLC lignite dewatering project, details which are expected to drive down cost and development timeframes for the NLC project should ECT be selected.
Yesterday's Ann stated the 'construction ready' design to be completed by the end of August!!
Suddenly we have a construction ready problem solver that stands above the rest in OPEX and CAPEX. Isn't that what NLC originally wanted when they spoke of the German tech??
Last week we had the whole YES Bank, Greenard Willing, India to establish Joint Venture Partnerships, clean technology AustraliaAsia, Jeffrey Castellas,Coldry can deliver superior financial and environmental benefits etc etc chat.
Yesterday someone made a mistake on the NLC, TATA power $$$ comparisons; the boys over yonder grabbed it like the golden calf and got off on it for half the day, probably still doing it.
Both companies are massive, although TATA power isn't just lignite concentrated they delve in Fuel and Logistics to Generation and Transmission to Distribution and Trading-exploring various renewable sources of energy. NLC is basically a hard ass lignite miner, power generator....exactly the area that ECT/Coldry should and are pin pointing.
The link below will give a better breakdown than the one figure sum that the others threw on the ground and hailed. Secured , unsecured, liabilities , total debts are probably better figures to throw into the equation; all flows into the 'how much $$$ for the right project' box
