I think the figure you are quoting is the figure of the shorts for the 1 day that was traded yesterday.
Yes, it is down compared with other daily trades.
But as someone more wiser has told us that the total shorts on the books represents around 10% of the total shares issued.
I do agree I think the volume of the shorts that gets traded each day is of most interest.
