Its very simple: how many other companies come out with an announcement that a contract is fully agreed to and all that needs to happen is get the signatures?
What sort of information is this?
Either you have the contract or you don't - and if the contract is unsigned then you don't have it, its just a bit of paper!
There should be another sentiment for the stock 'dreaming!'
