Sadly, those who have no skills have nothing to offer but physical labour. Labouring jobs are the lowest paid but they are still free to come and go.
There are no slaves in Australia except of their own making. Mostly, free people have become slaves to their over spending and debt. That's not the employers problem.
An open competitive labour market rewards the skilled hard worker and encourages others to become productive.
