Got a better idea...ban criminals...bring back the death penalty (seen enough oldies beaten half to death for a few dollars to be glad to send their assailants to hell- personally)....maximum sentences without parole....and an end to the farce of community service. And parole....turn it from a joke to a real reward. Maybe it's just me...but I'm thinking several long sessions with Mr Cattle Prod would be helpful in criminal re-adjustment. Nothing else seems to be working....
