they are different issues, tested for under different codes and subject to different penalties


a team that knowingly or unknowingly (the jury is still out) allows the use of questionable performance enhancing substances

is entirely different to

a club that turned a blind eye or did not have appropriate controls in place (again, the jury is still out) to address out of competition recreational drug use


one is guilty of trying to gain an unfair advantage over all other teams in the competition, the other guilty of something that is a social problem

you have obviously never played competitve sport to not appreciate the difference
