The concentrate never got to the SX circuits. Other than enough (due to clogging) to make 144 tonnes.
If you don't understand therefore why there cannot be 3000t of offspec go and ask a process engineer. Or just look at the process diagram.

There may be thousands of tonnes of concentrate. But not thousands of tonnes of "off spec" REE. The latter implies the plant does not work. Incorrect.
Technically the plant works. It has mechanical issues.
Mechanical issues are fixable. If there were technical issues thats when you start to worry.
That is why I am being anally retentive. For YOUR benefit.
