for whatever reason , it's another CR (at 3c mind you) with A2 so much further down the track. Says a LOT about what the market sees in NWE. Seems NWE (or its shareholders) is/are destined to be the bridesmaid and never the bride. As you say, market knows enough about it, and here we are in the low 3's. hmmmmm.

Sentiment : i won't be stumping up for this CR.
