I think one reason TGS doesn't rate well is that it still needs to borrow money (and waiting on another bank after one bank quit the syndicate) to build a processing plant to refine the copper. The resource is small and by the time the banks are paid back, the high grade ore will be used up.
That's the reason it's cheap, plus sovereign risk.
Over time it needs to find more high grade ore.
