Iceberg orders are no better than a bot that renews an order just as it is executed.
Or no different, really, to a bot doing trades for its master.
Just as nobody knows how many shares I have available to sell or how large my bank balance is for cash available to buy more shares, this is not a hindrance to market fairness.
In the end, the market depth and the trading tape will tell you all you need to know.
