A government could take over two of the lines into Hedland conditional on the big boys get as much use of the dual line as they can sell. With trains 30 minutes apart that would allow 48 trains per day. I don't think any of the biggies would go anywhere near the use of 48 trains. Remember suburban lines can run at 5 minutes apart.
If they put their hands out for tax concessions to build the lines then they owe the taxpayer which is you and me.
