Of course simplistically, using torture on suspects makes sense. Just like shoot to kill orders made sense before that innocent Brazilian was shot 84 times in the head and once in the shoulder. Just like forming vigilante gangs to hunt down criminals who get off on technicalities etc etc.
Of course we should then extend it to torturing murderers, rapists...
