I addressed this last week. In the quarterly Barr said he had cut a deal with the Chinese. But last Friday he came out with the quote you highlighted. It strikes me Barr needs to explain just exectly what is the story in Goshen County.
Is SSN drilling with the Chinese or not?
Certainly the capital raised from the placement would come in handy for Goshen county drilling - assuming there will be drilling.
