From the Quarterly:

In Goshen County, Wyoming, the Bluff #1-11 well has been surveyed and staked in preparation for
drilling. OOGC (the subsidiary of CNOOC) has elected to participate for their 33.33% working interest
in the drilling of the Bluff well.

From this it implies they somehow already had a WI in Bluff well.
also in the Qly further down it says we have ~39% WI in Bluff.

So we still are looking for a JV that will hopefully free carry us on the drilling of Bluff.
