Raytheon patented an idea that belonged to metalstorm about four years ago now, not sure if they are behind all of this but they certainly would have had much to lose had metalstorm got a foothold, especially with their Phalanx technology, that was the area they were attempting to copy metalstorm tech.

I would be looking in the direction of metalstorm Inc as one of the culprits with the aid of the US government.
