If there is a negligent death in a hospital it is a sign that more controls maybe need to prevent further negligent deaths at the very least a negligent death or deaths should be something that is taken into consideration before removing some controls.

Just as the failure on a number of occassions for Australian authorities to properly use the already extensive powers they have should be taken into consideration before giving them more powers.
