You are correct, as experience here in Albury has shown. They cut back access to a mens' shelter and employees thereof a while ago and there was uproar about street people, etc, .. where are they going to go to, etc ?, and after making enquiries with the State Govt rep, was told everything was still accessible for those on the street without a bed. The NSW Govt informed the local Border Mail of their side of the story, but was not printed as if it would upset all the media reporting of less services for homeless.
I thought that I, myself could arrange a shed with beds and food for anyone, .... but, there are other things to consider as well like, mental condition, cleanliness, sickness, disease, security, etc, etc.
So, as long as the correct authorities are informed, this type of bloke should be attended to.
