Labor's planned expenditure was detailed in the MYEFO - the budget and forward estimates; confirmed in the PEFO! Labor even included additional amounts for yet to be released policy initiatives in those statements.
As for budget deficits; the GFC and it's enduring aftermath represent the greatest economic disaster in 80 years! They blew some nations apart and rocked our economy as the $Aud soared to US$1.10.
Mining companies failed to deliver to the government's bottom line - massive revenue shortfalls are almost entirely attributable to the failure of that sector of the economy that just sucks in investment capital while failing to deliver other than grotesque levels of executive remuneration and armies of tax-minimisation and tax-deductible accountants.
Labor has in fact made many cuts to expenditure to address those massive and recurring revenue shortfalls; winding back some John Howard's welfare for the wealthy that were embedded in the 2007 Budget.
