No use giving companies a tax cut funded from the mining tax, when it isn't raising any money.
This is the problem with Labor.
They want to pay for all these things but do it on borrowed money.
Tens and tens and now hundreds of billions of dollars of borrowed money.
All of which has to be paid back, with interest, some time in the future.
