The chemical weapons were used, but not by Assad - heaps of evidence showing rebels using it, starting with rabbits. The UN found it was the rebels last May.
Why would Assad have chosen to use chemical weapons against civilians, mostly women and children, just as the UN weapons inspectors were entering the country?
