The cutoff date is usually the date that the trading halt is announced for all the rights issues I have seen.
Comment above regards share price going rapidly to 15.5c reflects a short term excitement which decreased once people realised that the UK is very different to America.
If there is a capital raising (nothing announced yet) this suggests that last week the shareprice had a prop at 10c and the bots were actively keeping the price above 10.5c to allow a higher priced capital raising.
Often the SP drops to the issue price when the trading halt is lifted.
