Build FTTH and I'll pay my share up front, I don't want to pay for a half arsed job and then have to pay again to fix the half arsed job.
Only those who want it will have to pay. So you're already miles better off even if the job is half-arsed and has to be fixed (which is just a silly argument in it's own right).
