Because these leases are only for Baralaba North. The main mine site of Baralaba Expansion is actually Baralaba South, which used to be called Wonbindi and is shown in that map as MLA 80193. It has not yet been approved, but I expect it will be soon.

I don't really agree that anything was conditional on the approval of these mining leases. They were never seriously in danger of not being approved, especially after Baralaba Expansion was declared a significant project.
