reading between the lines

upon re-reading the recent announcement - it reads that there has been mechanical issues, significant enough to pose safety concerns;
"Mechanical issues and punch list items are being addressed as they present and we have not encountered any problems that erode our confidence in our ability to execute a safe and successful startup in the near term."

There is an emphasis on time, mentioning 'near term' instead of 'coming days/weeks'. The comment by Cliff seams to me that there will be some delay;
"We need to remain mindful that commissioning processes invariably require some flexibility in roll-out because the overall priority should always be a safe, steady and reliable operating plant."

Also, Cliff speaking at the florida phosphate conference in October - description of his speech mentions only Status and Startup Progress. Nothing about acid production.
"The company will be doing research into the most attractive uses for the construction aggregate product and will also provide an update on its plans to complete that work."

I think we will be waiting a while for acid production, probably October. IMO.

Still a buy IMO but just saying, share price may come back down to 13cents in next few weeks before we get the announcement.
