I doubt that Billy said any thing like that, he would have known that RAM was new and always expanding very fast, and like me always looking for the latest RAM card available.
I still have mine.
They used these until MoBo s were fitted with RAM slots.
I think you maybe confused with ROM, when computers were in their infancy, the common consensus was that a computer command file would never need to be greater than 64k, but that was way before Billy.

I agree with Tony Abbott, 25 meg is heaps for a normal household and many/most Businesses.
