It's pretty clear the ERA has given Brockman a symbolic victory of sort that has NOT changed the status quo whatsoever. The ERA is saying, you guys sort it out between yourselves.
Brockman can say what it wants.
At the end of the day if they don't negotiate commercially. they won't get anywhere and their low grade haemetite will be stranded for good.
All FMG needs to do is prove to the authorities that it has no additionally capacity.
The chinese government (through another obscure shipping tycoon) will stump up the cash eventually.
