Thats because the "smart money" already know whatever it is that is to be known.

I think I'll just give up because I'll never make a dollar due to the "smart money" being the only ones whom can make money.
If what you say is true then they also stack the data that makes the charts because they would be aware that people read the charts (VSA) in order to follow them.
They are much too smart for that aren't they?
They would have to manipulate the charts too, and price everything in, and work to steal your opportunity, capital and your dog (woof).
Or maybe not.
Maybe they are just a faceless thing used to complement a chartists theory about how everyone but the chartist is a fool because they don't understand the charting theory.

Maybe they are hiding in the shadows waiting to get me bwahahahahaha.
In theory the money I made long on the gold sector last month is not possible because I can never get the drop on the smart money.
