boatboy, before entering "negotiations" would you announce that you've already made your decision and you are only meeting with them to tell them what you have decided?

Doesn't sound like a good way to get negotiation or cooperation off to a good start.
It comes more under the heading of telling them, as opposed to working with them to achieve the desired outcome.
Indonesia's support and cooperation is critically important to stop Asylum Seekers getting on the boats in the first place.
Be firm about the goal, but flexible about how it is achieved.
It will be interesting to see how Julie Bishop fairs in any "negotiations" with Indonesia.
