That article is perhaps a bit misleading. A lot of Australian land is simply not arable due to lack of water of sufficient quality to grow or herd anything. A lot of the middle of Australia is just desert, Ive been there many times. The article deals with the intensive use of the land. How much farming land can be considered intensively used.
Victoria and Tasmania are small areas of the continent so when the article talks about percentages of the state privately owned it misrepresents the area. Tasmania and Victoria have better availability of water. The Western QLD region is and has been in drought for a long time as has parts of NSW. A lot of properties have been destocked. Its not possible to do much more with these areas due to lack of rain and water.
The availability of rain/water at the right time in a lot of Australia constricts the use of the land.
