    Hesitation is one thing and very appropriate in many circumstances.

    Cluelessness is another matter entirely as was demonstrated on QandA.

    Well spotted,all with their own vested interests. Scientists want relevance,therefore continued funding, economists like Stern want to play carbon trader, politicians want votes and just love an "emergency" to show off in. Add them all together and they all become self reinforcing.....till it all goes titsup like now
