These big transport companies are allowed to self regulate when it comes to vehicle maintenance. If however they are checked by the scalies or the maintenance people at an inspection site and found to have maintenance issues or faults then the company is given time to rectify the problem. If the problem is an issue of safety such as fuel or oil leaks and or brake and air problems the vehicle is grounded until the work is carried out. If a vehicle is involved in a major incident like a fuel tanker exploding the safety people go right through the company. The same thing applies to aircraft. If a company has a major issue then they may well ground the entire companies fleet.
A fuel tanker burning is not a small issue, if it had crashed in peak hour traffic it could have been an absolute disaster.
