    Nothing like the countries listed bellow all the OECD member witht the exception of australia having a say in the tax regime of Australia notice the 2 biggest polluters today are not OECD members( CHINA AND INDIA).

    also notice that the majority of OECD countries are well on there way of being broke.

    Seems to me Goverment's looking for a new income stream disguised as and environmental issue.
