As I recall, one of the reasons given for the cancellation of SMM's LOI was that they hadn't obtained land owner approval and the LOI was contingent on that approval.

I can also remember seeing some press story where SMM had held meetings with some of the land owners and persuaded the landowners to sign a document saying that the document was just to record their attendance. SMM later used these signatures to say that the landowners agreed with SMM.
