The criteria specifically states "LV lignite".
LV lignite has one of the highest WC in the world.
A commercially proven BCE tech operating overseas (even on similar LV lignite) may not be compatible/commercially proven on LV BC...simply because they have no operation in LV or on LV BC...and therefore eligible...and IMO, probably more so because they have a commercially proven tech...just not proven on LV lignite, but with lower risk.
If anyone thinks this ALDP funding is a hand out to beggared companies and/or just unproven commercial techs...I think you will be in for a rude shock...
...after the HRL fiasco (which the ALDP is off the back of), the Govt aint going to give any retro-paid monies to any Co that:
a) does not have a clear path to commercialisation.
b) does not have verified funding.
c) does not have off take agreements.
d) does not have their own BC reserves.
e) does not have clear ROI back to the Govt.
...irrespective of how good the tech is and...
...irrespective of our individual interpretations of the criteria...
...this is about jobs, export coal sales and revenues...
...it is not about the best BCE tech or charity.
Obviously, could be way off the mark, but I don't think the Govt would be throwing good money after bad...the Greens would have a field day...just like they did with HRL...
...and once bitten, twice shy comes to mind.
