Driving in the city, the car is in lower gears, at the same(actually higher) revs, compared to country driving.

How much time does a car sit at a roundabout or traffic lights per day, with the engine running, but the car not moving?

I easily get 20% more out of a tankful on the open road, compared to stop/start city driving.
